Each holder of a live account with Dukascopy can request a permanent demo account. Please contact your account manager regarding this.
If you don't hold a live account with Dukascopy, you can open an extended validity demo account, which is basically permanent too, as long as you use at least every 14 days - that means you must complete (open and close) at least one trade in that period.
